I live in a shithole, my money's not safe in the bank, which is the best way to store my money in crypto?

I need something non volatile and safe, I assume its USDC, and I need a free (if possible) software wallet that I will put on an old laptop with a new SSD, I need something that I can't get locked out of (as long as I have password).

also I can't buy unless I do bank transactions or local currency wallet transactions and no one likes to sell usdt/c in public with cash and crypto is illegal, so preferably I need a safe way to get usdt/c without using my bank account.

I need a way like an online bank account or something.

also I'm thinking about getting PAXG instead instead of USDC so I can save the money's value.
